In an absolutely restricted controlled legally approved manner.
I think euthanasia is fine but why not just do it quickly through drugs etc rather than not caring for person needs.
Life should be cherished.

2. Should passive euthanasia be legal if the person consents to it? (The person wants to pass away due to being extremely ill)?

Their decision should have the unanimous support of their closest friend /relative their doctor their physciatrist and their lawyer.
But... they need to be of age , mentally competent, compelled to rethink their decision over several weeks and finally have unanimous approval from a legal, a medical and a physciatic person.
I believe it's up to the persons and surrounds families decision, if they allow it, then it should be accepted.
Because it's their choice.

Assuming that a person is extremely unwell and suffering immensely (unable to communicate and or unable to think logically), should a family member or even close friend be able to consent to the hospital/carer to discontinue the needs of this sick human being (food, water, medications, etc) so that they die naturally?

Although Buddhist believe that if this was to take place, the karma will follow them by ending another's life, however it should be allowed in some cases where loved ones carefully considered the situation ethics. I believe a family member would know what's best for the patient, therefore it should be accepted under certain terms.
